Correct. And the burden should not be on any RM to decide either what bug fixes go in or not either... that is asking way too much (i.e. everyone has their own areas of expertise). The burden of decisions continues to be on the committer, and if they are in doubt, they should consult the larger dev community. If a commit will cause the RM extra work (i.e. another respin or whatever), then it seems appropriate to ask if they are willing to do so.
