Karl by outer rings i mean, non-holes. Maybe i caused some confusion with my
terminology.
Polygons (except holes) -> clockwise
holes -> counterclockwise.
This is already required or at least recommended by many standards. I don't
think its too much for us to require so that we can use fast algorithms. I
really do think it can solve this issue.
