I don't know much about the new package/file-store, but it does sound like a good replacement for 'userfiles' (which Eric is right- is pretty awkward to work with).
My only concerns with using the filestore would be around its availability. Is it enabled by default (or will it be in an upcoming release)? Does it work in standalone as well as SolrCloud?
