As I suggested earlier, an Apache hosted version of GitLab might work. I'm not sure how different it is from GitHub from the point of view of issue tracking but it checks the better control box. The ASF has been hosting all our infra for decades, I'm sure they're capable of hosting a GitLab install. If the Videolan [1] (VLC project) or the ISC [2] (Bind project) can do it, so can Apache.
