Changes

Reorganize the implementation of delay to be generic. Always construct a new
timer and call back the function when the timer expires.
Add a bool to run_in_event_loop that controls whether we allow
short-circuiting. In the case of the delay function we sometimes rely on the
deferred behavior so we don't allow the short-circuit.
Fix style issues.
