On the Congatec board, the Ethernet is connected via the FPGA. There are
drivers for the FPGA in the IVI releases of Moblin (follow the process you got
when you got the board, Moblin IVI is in early release state). The drivers must
match the FPGA code version, so you will likely have to update your FPGA code
as well. Again, follow the process you got when you got the board.

8086:4232 is the wireless device[1]. this board apparently does not have an
ethernet device enabled or present
check the BIOS and see if ethernet is disabled. if there is no ethernet option
in
the BIOS, contact the board vendor for specifications whether the board actually
contains an ethernet device.
