Support an "append" mode for local resources

Once the NOTICE creation works correctly with the velocity templates, we'll
need a way to "augment" the NOTICE file that it creates. There are a bunch of
missing poms or poms with incomplete data (missing URL's, etc...). It would
be nice to have a mode where, if there is a file in
src/main/resources/META-INF/NOTICE, that data is appended to the generated
NOTICE file instead of completely replacing it. That way, the project can add
the additional information that the plugin may not be able to provide.
