Alright - it is only a partial - darn if I can find the imageset
files....but the language pack is installed.
You will need to actually register with the board in English, wait for
the confirmation email ( only a minute or two ) and then follow the link
in the email to validate your account - once you have done that you can
log on and Japanese will be an option in your User Control Panel.
I see one problem already - it seems the text is being overlaied on a
couple of buttons - but as I say tonight it is just a start for these
languages. In the case of Japanese and Vietnamese I needed to go to the
actual country specific support sites - no English support there and
make my best efforts to get the proper files.
If I need to I may ask you to check out to look at those support sites
for me and see if I didn't just miss one or more of the necessary files.

I have been looking at ways to auto check the language of new users...
It appears our first guest at the test site was using a browser in
Japanese - sorry that isn't up there yet...but I will have it there in
the next few hours..
