Is there any pragmatic measures which converts the contents in
the translation memory - or other format which can be converted
into PDF - into Wiki format or directly imports them into the OOoWiki?
I guess there are some pragmatic ways one of which was probably
used to fill up Wiki pages of English Developer's Guide in the
OOoWiki.
You can use the MediaWiki API to extract Wiki content in various raw
formats (eg XML)

You can also use the Collection book extension to export Wiki content as
PDF or ODT.
For importing back to Wiki, you can use the API again, or other options
include the Sun Wiki Publisher (I've not tested this recently, and some
people are reporting that it is not working for them)

For automated translations, the API is probably the best option.
