we would be able to quickly import a translated Developer's guide,
whose PDF version has more than one thousand pages, into the OOoWiki.

You can also use the Collection book extension to export Wiki content as
PDF or ODT.
For importing back to Wiki, you can use the API again, or other options
include the Sun Wiki Publisher (I've not tested this recently, and some
people are reporting that it is not working for them)

For automated translations, the API is probably the best option.
