I'v submitted an initial PR (https://github.com/apache/netbeans-l10n/pull/1). Next steps would be to move and adapt the conversion tool from incubator-netbeans-tools to change the license headers.
I understand that working with the unchanged files we don't run into legal problems as long as we don't release anything. Nevertheless it would be good to know how to ensure, once a release is ready, legal integrety. Would it be sufficient to run the rat tasks, configuring them as in the main repository? If anyone wants to contribute, it would be good to have a page in confluence, maybe below "Apache Transition"?
