Part 1 might benefit from a vote, but I'm not sure anyone has spoken
up against doing it.  Part 2 seems to still have a range of thoughts,
so not sure what could be voted on yet?  Probably better to find
resolution for both together, but we could merge 1 and figure out 2
over the next few months?

I -1'd the PR to do part 1 a few days before freeze for 12.6 because I
don't think resolving part 2 in the delivery branch is a good idea!
I'm for it in general, although I still have some concerns about how
nb-javac is going to be managed away from ASF that ensures it no
longer causes release delays.
