And on the other hand, PHP support and plugins were not compatible
across the whole of the 12.x series -
https://issues.apache.org/jira/browse/NETBEANS-5064

Of course, we're not trying to have two concurrent versions any more,
so it depends if we're happy to have a plugin catalog that fully
supports current+next only? It would simplify things.

Either way - one catalog or automatic / faster upgrade of verification
- we need a decision from plugins people (hence [PLUGINS] tag) this
week. Or there won't be any plugins in NB15.

I put a workaround in at NB14 branch to use the previous catalog.
That workaround shouldn't have still been needed by release time, but
if I correct it now there will still be no plugins in 14.

I still wonder if we'd be better managing the catalog xml in a git repo?!

Best wishes,

Neil
