That only marks them pending though, so doesn't fix the issue that the NB14 catalog is still empty. Nothing is currently verified for NB14. And even if they get verified, the IDE is currently still receiving whatever is verified for NB13, not NB14. Using the previous release as the baseline set is far from a new suggestion though, and is close to how we treated it when we had LTS. We're just getting more and more behind now we don't have LTS. We need to have a catalog ready to link to at the time we branch for each release, even if that catalog is empty at that point.
