There is no voting on RCs, but 15-rc1 will be available by the middle of next week unless we have any infrastructure issues. So a notification next week and using the month of RCs for plugjn checks would be good. In fact, we should probably notify plugin authors every time we have a first RC for a new release anyway? Which is effectively what we're already doing because we're reusing the NB13 plugins catalog for NB14 right now. I don't think any of those issues would have been affected by doing that. And it would mean people could check the plugins they use during RCs and report problems back.
