now tagged.  As it's not a full release I didn't bother with fiddling
the tag date*.

I emptied the 17-rc1 notes so we don't have lots of text.  Not sure if
we want to keep the notes for every rc?  OTOH, the tag landing pages
are better if we keep them.

actually I was about to write this mail lol.

What if we generate RC notes as delta to the last RC instead of the last release? This would make RC 1 the big list, rest would be smaller and allow testers and us to quickly see what changed.

I can update it if you think this is something we should do.
