That doesn't really have to handle docking, grouping, dragging etc. in the same way (they're just plain tabs). I'd be interested in a UI example that does manage all that without tabs. Firefox and Chrome handle tabs / windows in the two ways I described AFAIK, although neither offer the fully undocked without additional plugin? Mind you, current NB behaviour is somewhat in between, in that the new window does not have menu and toolbar.
