If the only difference between major and minor is JDK version, that doesn't seem very major / minor! I don't see it simply, mainly because it seems stuck halfway between a time-based release plan and a feature-based release plan, with downsides of both and benefits of neither. And the original discussion on release policy here had people arguing for disconnecting NB version number increments from JDK version. There have been multiple discussions on release policy, time-based and current halfway, and lots of views on how it might work, but there still seems to be a lack of consensus view on how it functions in practice.
