There is MTP (https://en.wikipedia.org/wiki/Media_Transfer_Protocol), which operates on a file level, not a block level. Cameras and MP3 players use this. When using MTP you are free to choose any suitable file system since this is never exported to the outside world, and file locking etc is never an issue.
