One more consideration... Since we are thinking now to move the content application in the framework, and having seen that how the Visual Theme is structured is not far from a piece of content that has many pieces of resources linked to it, wouldn't be beneficial to define a VisualTheme just as a particular ContentType and having the contentmgr handling it?
