Thanks Ashish for sharing the link, from there the Order Status can be
specified for product store.
Actually after reading the first two comments i thought may be while creating
sales order to reproduce the error the payment setting thing might be resulting
in not getting the "Approve Order" link on the order detail page. Because
generally we select COD or Visa and they result in order created in "Approved"
status and selecting Offline payment results in "Created" status.
