It is a funny estimate isn't it. If you look at the numbers they are
assuming full-time developers (ie about 2000 hours per year), and
about 2 lines of code per hour.
The thing to note is that this isn't representative of what was
actually required to create OFBiz, or to design it. In fact there have
been many hundreds of thousands of lines of code that have been thrown
away as we have removed tools from the framework, and as we have
introduced new best practices and done large scale changes on the
business logic that existed at the time. That was mostly true for the
first 3 years of the project before the framework really settled down,
but a few things have happened since then (like bsh -> groovy, and
some of the recent security refactorings, etc).
Anyway, the reality is OFBiz has been running for 8 years and on
average has probably had about 6-8 people working full-time on it at
any given time (with those 6-8 people constantly changing). The thing
is that there aren't many contributors to OFBiz who crawl along at 2
lines of code per hour... unless you include design time along with
development and for some (I know for me personally) I'll often spend
5-10 times as much time designing and reviewing and collaborating with
the community about something as I do actually coding (especially
recently now that many changes are so sensitive because the project is
so big).

193 man years means for the the 5 yrs of the project 36.7 people were
working on it for 3,000 hours + each year. or for say last 3 years 10
people worked on it, which is 30 man years that means 80 people
worked
on it for the last 2 years.
