There are no official policy, but I guess everybody here has gave up sustaining
IE crasyness OOTB (this don't mean you don't have to take care of it if your
clients really need IE, of course). It easy to explain to people that IE is not
a good browser as long as you can show it.
About the link, yes maybe, but what is really interesting here is the trend not
the absolute valuesactually. Also you may be interested by this one

continent, in Europe IE is really losing market shares...
