It is standard to include the county in postal addresses for Ireland.
The Universal Postal Union has gathered and published standards for postal
addresses for most places in the world. You can download a PDF document for a
country of interest from

The UPU nomenclature uses the word "region" rather than other words like state,
province, department or county. So I suggest CountryWithRegion.
"CountryPostalAddressRequiresRegion" is more accurate but perhaps long-winded.
Should it be a new geo entity or an attribute on the existing Geo entity that
is true for some Geos with a Geo type of country?
