To use the FacilityCarrierShipment entity to be used to determine shipment 
methods for suppliers a facilityId has to be determined.  I think the best 
method for supplier facility determination would be to update the supplierParty 
drop down list on the initial order entry page to list suppliers along with 
their facilities if any exist.  The facility selected from the supplier drop 
down list could then be used to set the cart.facilityId which currently is only 
set for SALES_ORDERS.
