Looks like offset is used for pagination(required for UI). So it makes sense to
retain the meaning of offset as before oozie-1532. Can you rename start as
offset in code as well?
Before oozie-1532, offset could be used to get coord actions within a time
range for nominal time(as it acts like start). But after oozie-1532, we don't
have any way of getting this data.
