returns C@16 to C@12{quote}, this command doesn't make any sense since "-start" 
means starting a job. I think what you meant is "-offset". And even with 
"-offset", the returned result is incorrect. "offset" in oozie code base means 
the offset at which you are going to look at coord actions. So "oozie job -info 
<id> -offset 12 -len 5 [-order desc]" should return C16 to C20. 
When "offset" is not specified, it means "offset=1". Your proposed change will 
modify the meaning of "-offset" under different commands, creating 
inconsistencies. Oozie doc clear states "offset" default is "1". Under your 
proposal, "offset" means "action number of the coordinator job" if specified, 
but "offset of available DB entries" if not specified. "-Offset" should mean 
the same thing with or without specified on the command line. It's either going 
to be "offset of the available entries in the DB" which is the old meaning or 
"the start of the action number of the coordinator" which is the new meaning.
