This is an already known issue. Please see here for details:

The workaround is to put the table not at top. E.g., put the cursor into
cell A1 (top left) and before any content. Then press [Return] to create
an empty paragraph before the table.
Of course this is not always suitable. However, this is the only
available workaround for now.

I do not know how to report bugs yet, but I just found one in the new
version of Open Office Writer. I did a select all, and it only selected a table
and ignored the rest of the document. For to create my problem, you may need to
put the table at the top of the document followed by a few normal paragraphs.
