I am completely happy for members with a proven record in a particular area to 
upgrade or otherwise improve that area without going through complicated 
formalities.  I trust to their goodwill and expertise to co-operate should it 
prove that such changes are later found to be undesirable.

There is a need for protocols, but it seems to me that there is too much 
bureaucracy, leading to too much hot air discussion and too little action, in 
"the Apache way".
