I dug into this a bit more. It turns out that the bogus copy of libgcc_s.so.1 is a linker script and not a shared library. Linker scripts are a failrly new thing, which is why we haven't run into this before. The build code that is grabbing this file was removed from trunk and AOO42X a few years ago, which is why you didn't see the problem with those versions.
