In addition to touching inner rings, some other:

   1. Inner/outer roles - some members have incorrect roles, some don't
   even have a role(
   http://wiki.openstreetmap.org/wiki/Relation:multipolygon#Members). If
   you want to extract as much of the OSM data as possible and in a useful
   form, you have to determine the role geometrically and ignore what's
   written.
