This particular example is presumably just an accidental cockup, as http://www.openstreetmap.org/browse/relation/1452380 and http://www.openstreetmap.org/browse/relation/1450360 both have the other one as an inner? Anything trying to parse that would disappear up its own "inner relation".
Perhaps someone reading this familiar with the original mapper could give them a nudge?
