Thanks, I had a look at the PDF... as I feared, it contains things that were
changed since June: FRM1 instead of FRM, and non empty n0 layer. See the adobe
link mentioned in PDFBOX-3817. The n0 layer is only for background and border
(and we don't use it at all, i.e. leave it blank).
So the improved n2 layer would either be pure text (as seen in
createN2FormStream()) or a combination of text and image. I haven't seen an
example of this, sadly (maybe there is one in a JIRA issue, but I didn't find
it quickly). However there are two files in PDFBOX-3699 that have been signed
with Adobe and the n2 layer has a combination of text and vector graphic, and
the n0 layer is empty.
