Yes, a document describing Adobe's approach dating back to 2006. And already 
here Adobe says

As far as I can see the only situation in which this "consistent user 
experience" plays a role is the case of pre-created signature fields (with a n0 
background layer) to which a signing software merely adds a n2 layer, the 
original n0 still being visible as background.

This is not a user case implemented in pdfbox, is it?
