There were two serialization issues one in
PhoenixConfigurationUtil.setUpsertColumnNames() and the other because of
ColumnInfoToStringEncoderDecoder.
I think the serialization issue with
PhoenixConfigurationUtil.setUpsertColumnNames() was not fixed because
IndexToolIT is still failing.
I have a patch where I just serialize columns into multiple values in the
configuration instead of using a separator and storing it in a single config
value, I will upload it shortly.
