[~lhofhansl] - rolling upgrades are still supported. What this change is doing 
is that on the first connection from a 4.8 client to 4.8 server, we will drop 
existing local indexes because of the local index rewrite that [~rajeshbabu] 
implemented as part of PHOENIX-1734. This upgrade also should preserve the 
phoenix metadata for local indexes so users can rebuild them later using our 
ASYNC index tool.
