I think it's obvious to host the testtool as subcomponent of the QA project.

We had a closer look at the project "utilities", its IZ component and
subcomponents. We would like to move the subcomponent "automation" to
the QA project. Even if the code and CVS module for the testtool stays
where it is the IZ subcomponent would better fit here.
And the subcomponent would bring the default owner (Gregor) with it :-)
