We (and all testtool users should) work on the HEAD so I would agree to
only provide one HEAD archive in a frequently update. The problem is
that the scripts are updated particularly in the release phase and
because of that the CVS tag (in current case 2.3) will be set after the
release is done. It should rather considered as an archive for later
testing. Until the tag has been given there is no guaranteed stable
testtool environment......
