But the release process is connected to the QA process (e.g. you need to know which version of an extensions needs to be checked against which version of OOo, when needs an extension to be "redy to release" ...). I don't know, if this was discussed in Hamburg - but if we can establish a QA process for extensions, all extensions that are QA'ed following this process might get a special quality seal.
