I'm not sure I like this proposal, especially in the light of how a
reporter feels, who has his or her issue closed as invalid - if this
is only about statistics, surely those can be amended to list distro
bugs separately?

this is a good point and of course an issue, but I think we have to find a solution that is feasible and practicable four everyone. It should be best practice anyway that such actions will be explained, just with a boilerplate like: "This issue is only reproducible with <distro X.Y>, hence it should be followed by <distro> QA." The ideal case would be to also add a link pointing to the issue ID in the tracking system where it is handled.
