The default behavior we provide guards against all these things. If a user make a conscious decision to alter the default behavior (i.e to preserve the original ID) then they should also consider the implications of such an approach. It would be impossible to make software completely idiot proof. Ideally the documentation that describes this config option should have a warning about the perils of reusing the message as it can send a number of messages with the same message id.
