Have you imported the public keys from Flex?  If not, you may need to
import them.

This made me realize that we hadn't published a KEYS file for ROYALE so I
quickly put one together at
https://dist.apache.org/repos/dist/release/royale/KEYS

Download and import it into GPG and try again.
