First of all I don't recommend using Flash Builder. It is not supported anymore, we are not bother here in Royale by it. However if you still insist you can check this instruction [1] and familiarize with Wiki in general [2]. Get familiar with Royale docs as well. [3]
In case of that as you can see you cannot build Flex application using Royale framework, that is why you have such error.
