Yes, it's safe to build. Everything is using 0.9.8-SNAPSHOT right now,
which all goes together. There are some changes in the compiler that aren't
in 0.9.8-SNAPSHOT, and that's fine. They just won't appear in nightlies
until later.

The versions are not changed on a whim. Yishay is in the middle of trying
to do a release. That's the only reason why the versions are changing. You
should stay on 0.9.8-SNAPSHOT if you don't want to deal with possible
reverts.
