I agree with that kind of VP mechanism, if any PMC has time to take 
responsibilities, that is a goos thing for the community and PMC 
himself/herself.

I totally agree with that. Chair rotation is a good thing and helps people
understand better how the ASF works. You could suggest one year terms or so
when writing the project bylaws to make that official, if the rest of the
PMC agrees.
