added maven-launchpad-plugin and launchpad/builder in r894656
I did *not* remove the launchpad/app, launchpad/webapp, or launchpad/bundles
projects. That felt a little bold for my second commit :)
That said, I'd like to remove launchpad/bundles ASAP so as to avoid confusion
in having multiple bundle lists lying around.
