We want to use this feature to clean up old paths that were once deployed to 
our instances. I can think of a few:
* AEM repository restructuring (/etc/workflow moved to /var/workflow & /conf)
* /etc/tags has moved to /content/cq:tags - If we start the AEM bundles and 
/etc/tags is still there, it will detect that we're in "legacy"-mode
* Old overlays that we have created in /apps as part of customizations that we 
have later on removed

It would be very prefered to be able to start up with a clean repository and 
not have to fiddle around with empty content packages that are containing only 
a few entries in filter.xml.
