The feature is called "repoinit" so the use case is clearly setting up a 
repository and I agree with Konrad that deleting content goes beyond the scope.
And as we see this is a risky functionality anyway, so instead of adding it 
with problematic ways to keep it sane, I wouldn't add it in the first place- 
Something that doesn't exist can't create problems
