Sounds to me that, from solr 9.0, such things must also go into the official RM 
process. I have a proposal:

Early on, right after cutting the branch, the RM files a blocker JIRA issue 
with title e.g. "Complete Major changes and Upgrade Notes in RefGudie for 9.1".
Note that the RM will not need to be the one authoring the text (and not 
Cassandra either), but the release will be blocked on *someone* stepping up.
And of course we know that RCs can in theory still be voted upon while ref 
guide is being completed, but that blocker JIRA must be resolved before 
announcing the release.

I'd like to call out a huge THANK YOU for the tireless effort of Cassandra of 
carrying the burden of the ref-guide all these years. It really is a 
professional piece of work! Few open source projects are blessed with such good 
docs! But it is often a thankless job as well, especially the way we have been 
treating the RefGuide until now, as something handled as a time-critical task 
after the main release.
