During 'make install', build/mkrules reports "rulesrc/core/10_misc.cf: 0 rules
copied". Therefore 10_misc.cf is not placed into /usr/share/spamassassin/ and as
a consequence, 1) There is no X-Spam-Status or X-Spam-Level header added, 2)
There is no report template for spam messages.
